AP assembly passes the bill for the second time to consider three capitals

The Andhra Pradesh Legislative Assembly passed the bill yesterday once again for establishing three state capitals, which was rejected in January 2020.

The AP Assembly earlier passed the AP Decentralisation and Inclusive Development of All Regions Bill, 2020 but was still not considered. It is initiated to empower the establishment of state government’s plan of having three capitals–executive capital in Visakhapatnam, legislative in Amaravati and judicial in Kurnool.

This bill was procrastinated by Finance Minister Buggana Rajendranath and was passed by voice vote. In this regard previously 17 TDP MLA’s were sacked from the assembly meets for a day as they disallowed the Chief Minister’s address. Chief Minister Y S Jagan Mohan Reddy lashed out on Ex CM TDP leader’s initiative Chandrababau Naidu saying it’s more of a biased political undertones in his approach to introduce three capitals in the bill.

The Bill to invalidate AP Capital Region Development Authority Act 2014 was proposed by Minister for Municipal Administration and Urban Development, Botsa Satyanaryana and was put forth by a voice vote. The Bill, passed prior by the Assembly, empowers the substitution of Amaravati Metropolitan Region and Urban Development Authority.

Both the bills were passed unanimously in January this year. However, they were not processed by the Legislative Council, where the ruling YSR Congress Party (YSRCP) is in minority. The final decision is awaited.
